City Government Description

The City of Spokane operates under a mayor–council system, with an elected Mayor and a seven-member City Council representing distinct districts. The Mayor, currently Lisa Brown, oversees executive functions and appoints a City Administrator. The City Council establishes legislation, budgets, and policies.

Administration is managed by the City Administrator’s Office, led by Alex Scott, which coordinates day‑to‑day operations and supports the Mayor, Council, and various departments. Key departments include Finance, Public Works, Community & Economic Development, Parks & Recreation, Public Safety (Fire & Police), Information Technology, Human Resources, Legal, and the Public Library system.

Each department is headed by a director or chief who manages services ranging from budgeting, asset management, street maintenance, water/wastewater utilities, land use planning, traffic, public safety, recreation, library services, emergency response, code enforcement, and citizen engagement (including Constituent Services and 311).

The City also maintains liaison teams for boards, commissions, and intergovernmental relationships, including Neighborhoods, Housing & Human Services, Emergency Management, and Strategic Initiatives. These ensure Spokane’s infrastructure, public services, governance, and development align with community needs and strategic goals.
